I have a floppy boot disk that I use at work to boot a Compaq Evo 300, connect to a network share then run ghost so I can pull images down to the PCs.  The Floppy disk boots just fine, I then make it an image using EasyBoot and make the ISO, but when I use the CD and select the Evo300 from the menu when it runs Net Start I get this error

Error 8: There is not enough memory available.

This machine is a P4 and has plenty of ram..

DEVICE=A:\NET\ifshlp.sys
LASTDRIVE=Z
buffers=20


Autoexec.bat

PATH=A:\NET;%PATH%
net initialize
nwlink
net start

You can try memdisk to load your floppy image, which is using no-emulation mode and cost less DOS-memory:
