UltraISO can do DVD pre-mastering.

  1) Select media type at 'Properties' dialoge, both 3.95GB, 4.7GB, 9.4GB are supported
  2) Check 'UDF' volume, we use ISO-UDF bridge when creating ISO image
  3) Other actions is very simillar to making a CD image
