I want to format a new CD-RW so that it can be used as a floppy disk, that is read and write to it without having to burn the file sto the CD every time (The previous program I used stopped working). I wonder if UltraISO is the correct program to format CD-RW's.

Your CD burning software should accommodate this.  For instance I have Nero CD burning software which includes a product named IN-CD.  Using IN-CD, or equivalent depending on what you have, you can use a CD-RW as if it were a 700MB floppy.  IN-CD specially formats your CD-RW to be used as a floppy and you read and write to it just like you would a floppy.
