Reason to this is that folder XPHO isn’t created.

Why folder not created in you case - I do not understand. I have tested to WinXP_sp2 and to WinXP-64-bit and have no problems.

You can test using tutorial HERE (Ghosh).

If even not the “noreboot”-command works - creating two folders: one folder "$WIN_NT$.~BT" and one folder "$WIN_NT$.~LS" then your problem is not related to any script – it is something else :O  
The originally script use this simple “noreboot”-command and your source\computer failed to create folder "$WIN_NT$.~BT" – this is for me a “sign” that there is some “fundamental” problem I cannot figure out ???

Sorry if you cannot do it the fully automatically way :(

You only need to copy the i386 folder from the install CD's yeah?

I've been testing with an XP Home SP2 OEM i386 folder from an original disk, should be fine?
