I have to guess what you did and my guess is this:
Did you simply copied WinPe-ISO to folder EZBOOT and then used menu command: run winpe.iso (or whatever name you used to winpe-iso file)

If this is what you did, it won’t work :(

Example: If WinPe do have a folder ‘program’ (or program files or similar) then you must extract this folder to the root of EasyBoot – and the root is folder ‘disk1’.

However, some WinPe still can find ‘programs’ and launch these ones correctly by simply use menu command ‘run winpe.iso’.

And the difference is that in such ISO-file there is no folder ‘program’, instead all programs has been integrated and run from folder ‘source’ inside ISO-file. And folder ‘source’ is also always run from RAM
Note: we are here most likely dealing with an WinPE built from NT6-source (Vista,Win7, Win8, Win10 or server 2012 etcetera). These NT6-system do use a folder ‘source’.
It’s a question of taste how the WinPE is built – also have in mind – there are some impracticalities when having all programs in folder ‘source’ as folder ‘source’ is loaded and run from RAM, which means it takes time to load and launch big (to big) folder ‘source’.

However, you may argue that some WinPE can still run some programs without extracting folders to the root.
Yes this is correct, and there are WinPE that have some programs integrated and launched from folder ‘source’ and as folder ‘source’ is loaded to RAM you can reach them that way!
------------------------
So my question still remains… Did you simply launched ISO-file as it is or did you extract folder ‘programs’ (or folder program files) to the root of EasyBoot (folder disk1) ???
And further more: is there a folder ‘program (or ‘program files’ inside ISO-file) ???

Instead, simply put ISO in folder EZBOOT and use menu command:  run winpe.iso
However if you put ISO directly in folder disk1 you must use menu command:  run /winpe.iso  (notice the slash ‘/’) – but there is no point putting ISO in folder disk1 – use ‘standard procedure’ simply copy ISO-file to folder EZBOOT and use menu command as usual: run winpe.iso  :)

There are one optional thing you can do (only if you find it usefull) – test this (Note: I use UltraIso in this case):

1. Extract folder ‘program’ from ISO-file to the root of EasyBoot (folder ‘disk1’ is the root in EasyBoot).

2. Delete folder ‘program’ inside ISO-file (we don’t need this folder ‘program’ inside ISO anymore, as we now have extracted and put folder ‘program’ to the root of EasyBoot)

3. Use ‘Save As’ in UltraIso and save reduced ISO-file to folder ‘ezboot’ and use menu command as usual: run winpe.iso  (or whatever name you use to ISO-file)

This save some space in your build to be used other ways (some other ISO-files or whatever) :D
