If you want to make a set of bootable CDs that can boot your computer and setup Vista directly just like a bootable DVD, I do not think that is possible.
But you can setup Vista on a computer without DVD-ROM drive this way: 1) Split the big ISO of Vista to ISZ's, and burn to several CDs 2) Setup Windows XP from a CD-ROM first, then copy ISZ's from CDs to the local harddisk 3) Install UltraISO 8.51 PE, mount the ISZ image to a ISODrive and setup Windows Vista
