Yes. You can do it with ease:
1) Start UltraISO
2) Press F8 to image a CD or DVD to a harddisk as an ISO image file
3) Then, you can press F6 to mount an ISO image as virtual drive, and install your programs from it

-or-
1) Start WIndows explorer
2) Right click on CD/DVD drive, choose 'UltraISO'->'Create CD/DVD Image' from popup menu to image your CD/DVD disc
3) Right click on an ISO image, choose 'UltraISO'->'Mount to drive x:' to mount it, then run install programs from the virtual drive
