I've tried using WinISO and UltraISO for editing binary files. UltraISO is so much slower. For example, if I add a 30 kb file to a 300 MB .BIN file, it takes 1s with WinISO vs 88 s with UltraISO to save. Deleting the 30kb file and saving also takes the same amount of time.
I think the problem is caused by UltraISO rebuilding the whole .BIN when saving takes place, while WinISO is haven't to do that. I have tried changing the options, including changing the save directly option, but the UltraISO is just as slow.
Can this speed issue be fixed/improved in UltraISO?

This is normal. UltraISO always recompile an .BIN image to ensure that all SYNC and ECC/EDC information is saved correctly.

Can an option be added to avoid recompile?
